CRT at IPCEI AI: Shaping Europe's Sovereign AI Future from the Financial Sector

Europe is at an inflection point in artificial intelligence. The question is no longer whether AI will transform regulated industries — it is whether Europe will shape that transformation on its own terms, with its own infrastructure, its own data governance principles, and its own regulatory standards. CRT, a leading Suptech vendor and the company behind the CORA AI Suptech Platform, is participating in that answer.

Representing Financial Supervision at Europe’s Most Strategic AI Initiative

CRT, a leading Suptech vendor, recently participated in the IPCEI AI Matchmaking Sessions — the European Commission’s flagship initiative for coordinating cross-border AI investment and research across Member States. As a Direct Partner candidate under the IPCEI AI framework, CRT brings a perspective that is underrepresented yet critical in this process: the live, operational demands of financial supervision and regulatory compliance.

Session 3, focused on sovereign sector-specific foundation models and multimodal AI, drew participants from manufacturing, automotive, healthcare, energy, aerospace, and finance — the full width of Europe’s industrial ecosystem. What emerged across every sector was a consistent, shared conviction: Europe must build AI that is trustworthy, regulation-aware, and sovereign by design. As one participant put it, “we want to use models in a European way.” CRT, through its CORA AI Suptech Platform, is building exactly that.

CRT’s Position: Where Supervisory Technology Meets Sovereign AI

As a leading Suptech vendor and the developer of the CORA AI Suptech Platform — Europe’s most advanced AI-powered supervisory technology platform, deployed with central banks and financial regulators — CRT occupies a unique position in the IPCEI AI value chain. We are not an AI company entering financial services. We are a Suptech specialist bringing proven regulatory deployment into the AI infrastructure layer.

Our contribution to the IPCEI AI initiative, the Sovereign AI Factory Croatia (SAF-Croatia), combines two pillars:

Sovereign Compute Infrastructure: Croatia’s first AI-grade Tier 4 GPU data center, purpose-built for data-sensitive, regulated workloads — providing the physical backbone for sovereign AI development that does not depend on hyperscaler infrastructure outside EU jurisdiction.

Sector-Specific Foundation Models: Open-source, EU AI Act-compliant foundation models trained on financial regulatory data, built under an Apache 2.0 license and designed for federated deployment across central banks and supervisory authorities across Member States.

This dual architecture places CRT at Value Chain Node 3 (Sector-Specific Foundation Models) within the IPCEI framework — the layer where general AI capabilities become operationally credible for regulated industries.

Why Financial Supervision is the Right Anchor for Sovereign AI

Financial regulators are among the most demanding AI adopters on the planet. They require explainability, auditability, adversarial robustness, and strict data residency — requirements that directly mirror the EU AI Act’s Annex III high-risk classification criteria. Building sovereign AI that satisfies a central bank’s compliance requirements means building AI that is inherently fit for Europe’s regulatory future.

This is why CRT’s participation in IPCEI AI is more than a funding opportunity. It is a validation architecture: real supervisory environments, real regulatory constraints, real deployment evidence. The kind of evidence that transforms a foundation model from a research asset into an EU-compliant production system.

    Building Across Borders

IPCEI requires genuine cross-border collaboration — not nominal partnerships, but substantive joint R&D with measurable interdependencies. CRT is actively building this architecture: engaging with European HPC infrastructure providers, financial regulators from other Member States, open-source AI coalitions, and technology partners specialising in adversarial testing and EU AI Act conformity assessment.

The spillovers from SAF-Croatia are designed to extend beyond CRT’s commercial boundaries: an open-source EU AI Act conformity framework (Apache 2.0), federated learning and SMPC methodology transferable across regulated sectors, and the CORA AI Suptech Platform as a public-sector reference model for central banks across the EU.

    CRT’s Commitment

CRT’s participation in IPCEI AI reflects the broader mission of this leading Suptech vendor: to ensure that as AI reshapes financial supervision globally, the regulatory infrastructure governing that transformation is built in Europe, governed by European principles, and owned — technically and legally — by European institutions.

We are open to collaboration with organisations across the IPCEI AI value chain — from compute and model development to regulatory deployment and conformity certification.
